You, as a participant of the web conference have an opportunity to ask questions to the US DOC Official, who will answer them on Decemner 15, 2003. The questions need to be around the conference topic (Georgian Business Code of Conduct) and the fields related to it.

Question 1:
I think that one of the goals of Business Ethics Program is to create the advantages of being ethical. Can you list some of the advantages of being ethical in such countries like Georgia?

Question 2:
What do you think should be the specific result of creation of the Georgian Business Code of Counduct?

Question 3:
Do you think that the "ROSE" OR "VELVET" revolution in Georgia will make it easy to increase the motivation for the businesses to pay attention to good governance and business ethics?

Thank you for your questions.

#1 Responsible business conduct has numerous advantages for individual enterprises and the economy in general, which we have seen discussed at great length here on this web conference. To recap a few:
--Responsible business conduct contributes to a predictable Georgian business environment, which in turn makes Georgia more attractive for foreign direct investment, provides greater access to financing and capital, and increases trade. Without rule of law rooted in stable institutions and a predictable business environment, Georgia is at a disadvantage in the global marketplace.
--In terms of individual enterprises, the success of a company depends not only on having a sound strategy, competent management, valuable assests, and a promising market. Success also hinges on the company marketing sound relationships with customers, shareholders, employees, suppliers, and the community in which it operates. Business ethics guides these relationships by establishing sound business practices, behavior, and standards.
--There has also been early studies on the economic benefits of having codes of conduct.

#2 While a code of business conduct is a good effort and will certainly have positive results in the Georgian business community, one code is not necessarily appropriate or an answer for every enterprise. Companies and organizations need to to create individual approaches to responsible business conduct, and individual codes that reflect their unique situation. For example, the structure of codes of conduct are informed by and dependent on the size of a company, the number of employees, the industry it represents, etc. We encourage you to consider the Georgian Business Code of Conduct as a set of general "guiding" principles that the business community can agree to, and can then be used by individual businesses to create enterprise-specific codes. We will attach basic principles that the US Dept. of Commerce's Good Governance Program has developed to this web conference, for some ideas.

#3 As this web discussion has demonstrated, there is an increasing interest in and increasing attention paid to the importance of responsible business conduct. Whether you are a private or public organization, economic growth depends on the "rules of the game" that the organization adopts. Attracting capital and improving the business environment will be dependent on establishing sound rule of law, stable institutions, and predictability in the business environment. This is often difficult, because as we've seen in many countries throughout the NIS, the period of political and economic transition often offers many opportunities for corruption. This web conference and the cooperation of many people to create a Georgian Business Code of Conduct is a good step towards initiating the private-public sector dialogue that will encourage good governance.
